Thanks This message announces major milestone completions on 2 Inland Marine Transportation System (IMTS) efforts. An IMTS-wide lock operator training and certification program has been approved. There are 3 levels: national, river system and lock specific. The national portion is complete and a framework for the river system and lock specific training is included in the package. Successful training completion requires passing a written examination. Recognition will include a certificate and a pin for the lock operator to wear. This training effort does not require TDY or formal training courses with tuition fees. For new employees, the training is one component, but not the sole criteria, for successful completion of the operators probationary period. However, the training is a condition of employment for new lock operators. Existing operators will be encouraged, but are not required to pursue the training. Another IMTS Action Team has been working on updating and standardizing lock operator position descriptions. The team of navigation and human resources personnel developed 15 position descriptions, from a starting point of over 140. The new PD's have been carefully synchronized with the IMTS Lock Operator training for new employees within the 1-year probationary period. The overall result is a uniform and consistent approach to the career ladders for all IMTS Lock Operator positions. Actions for your team: (1) Districts complete river system and lock specific portions of the training manual. Training coordinators have been established at each IMTS District to assist with this effort. (2) Contact the CPAC to ensure that the local unions have been notified of the changes and given an opportunity to request Implementation and Impact bargaining. This must be completed before implementation can begin. (3) Upon District completion of the training material additions and the I&I discussions, ensure that the CPAC initiates vacancy announcements with the mandatory training completion statement. Standardized vacancy announcements will be available in July for lock operator positions to make this easy. (4) Notify Mike Kidby upon completion of these actions for reporting status to the IMTS Board of Directors. The goal for the completion of these actions is 24 June. The IMTS Board of Directors also tasked the Working Group to identify levels of operating service to aid in District decisions on implementing the budget reductions in the FY12 budget. I need to ask you to review lock staffing levels and present this information to the Board by providing data to assist with these actions. We will provide a draft spreadsheet to districts as a tool to help with decision-making on Levels of Operating Service. The data on FY2010 tonnage, FY2010 recreational lockages and FY2010 commercial lockages is all from LPMS. Request that you review and confirm column F Lock Shift and the columns on staffing (Column I and O). Provide review comments within 14 days of 23 May. Thanks Michael G. Ensch, SES
