    Dive management expertise and safety are often critical elements in the successful pursuit of our missions, and this guidance is intended to facilitate the successful achievement of those elements. If we are to continue this function, we need to have the best qualified, best trained and appropriately compensated folks on the team. This memo provides guidance regarding the overall management of USACE dive teams and is intended to both answer some longstanding questions as well as provide a reasonable trajectory for future management.
