    Environmental Compliance Career Assignment Program (CAP) 2026 Selection Announcement
    I am pleased to announce the selection of Dr. Sussan Moussavi of the Chicago District and Mr. Derrick Phillips of the Kansas City District for the Fiscal Year 2026 Environmental Compliance and Energy, Water, and Cost Savings Career Assignment Program (EC-EWCS CAP). This program is hosted by Headquarters, U.S. Army Corps of Engineers (HQUSACE).

    Dr. Moussavi will serve the first term from January to June 2026, and Mr. Phillips will serve the second term from July to December 2026.

    This career development program offers an exceptional opportunity for our future leaders to gain invaluable national-level experience. CAP participants are integral to the HQ team, contributing to the dynamic and closely interrelated USACE Environmental Compliance and Energy, Water, and Cost Savings Programs.

    During their assignment, Dr. Moussavi and Mr. Phillips will be actively involved in a variety of critical duties that support the USACE environmental and energy missions. This program is vital for developing well-rounded leaders who can champion resource efficiency and compliant practices throughout the Corps.
