FY25 Annual NRM Update in CWBI-Ops Starting 15 Sept 25
The Annual NRM Update in CWBI-Ops is rapidly approaching (schedule outlined below). Once again, I am asking for your full support and coordination in ensuring this vital exercise is completed in a timely fashion. The USACE NRM Program has been gathering annual data since the 1970s through various methods and systems. Because of this familiarity, it’s easy to lose site of the fact that the need for precise and accurate data continues to gain importance. Now more then ever, it’s imperative that we tell our USACE NRM story. This Annual NRM Update provides leadership with a clear and defensible platform for key budget conversations with our internal partners (like the Office of Management and Budget (OMB) & the Secretary of the Army for Civil Works (ASACW)) while simultaneously helping us to communicate our position as a preeminent leader in Outdoor Recreation & Environmental Stewardship to a myriad of critical external partners.

My team and I understand and appreciate that many of our field projects are currently operating below historical staffing levels. We appreciate any assistance you can provide at the district and MSC levels in ensuring continuity and participation in this exercise for our entire program.

Please review the following bullets which outline the highlights for this year:

For FY25 NRM annual update, the NRM community (Recreation and Environmental Stewardship Business Lines) will continue to utilize the CWBI- OPS Natural Resources Management Modules, https://cwbi.ops.usace.army.mil/.

CWBI-OPS is the primary database of record for all O&M business line data. CWBI-OPS data is used for many different purposes, including decisions concerning facility development, budget development and defense, tracking performance measures, preparation of briefings and fact sheets, asset management, etc. It is used to populate information on the Gateway and numerous other internal and external web sites. CWBI-OPS will continue to serve as source for many other systems including CWIFD and EDW. Inaccurate and/or incomplete data not only reflects poorly on the Corps and renders a disservice to the public but could also jeopardize the viability of our O&M missions and budget defense.

Training through web meetings will be provided to the field on all modules listed below. See attached schedule of field level webinars. For more information on these sessions, reach out to your MSC representative(s) on the NRM Users Group (see attached team roster). The schedule for entering data by modules is as follows:

Recreation PSA Module

PSA Detail Information ONLY
Opens September 15 and Closes October 19 to field entry.
District Review is concurrent through November 3.
Includes Corps Managed PSA fee information, collection method, and RUDA.

NRM Module

Opens September 15 and closes October 19 to field entry.
District Review is concurrent through November 3.
Includes Passes, Project Public & Service Roads, Project Trails, Title 18 Offences, Interpretive Contacts, Special Events, Law Enforcement Contracts, and Project Details.

Environmental Stewardship Module

Opens September 15 and closes October 19 to field entry.
District Review is concurrent through November 3.
Includes Shoreline Management, Boundaries, Encroachments & Trespasses, Master Plans, Fire Management, Cultural Resources, Pollinators, Vegetation Classification, Land Classification, Invasive Species, and the Federal Special Status Species.

Partnerships and Volunteers Module

Opens October 1 and Closes November 14 to field entry.
District Review is concurrent through December 12.
Includes Partnership and Volunteer information.
Contact the Partnership Advisory Committee for assistance.

Citations Module

Module open all year.
Citation Officer Training Information Due 30 Sept 25
FY 25 Citations & Warnings Entered by 31 Oct 25

NEPA Module

Module open all year.
Open to all of Operations Activities (this module is not just an NRM function).
Dashboard pending.
